Plaster ceiling skirting

Hi guys 

Many years ago had a fireplace flue fitted,  ceiling skirting was taken off and refilled 

It's fell off ever since 

Even without the fire being used so zero heat

I cannot get it to stick and builder has fitted a brand new one,  stuck it up there 4 times now and after a few weeks it just falls off again 

Can this stuff be drilled and screwed into place into the concrete ceiling?

Does anyone know anyone who can permanently fix this up there for me?

Also,  when it fell off again last night,  it brought the flue cowl down with it, I think this will also be better if drilled and screwed,  but there's not much "meat" above it to screw that in place,  anybody have any suggestions as to who can fix these two problems for me?
