does anyone if it is possible to get a flat roof waterproofed without taking up the existing tiles

Most of the flat roof paint it on solutions are useless.

What villa is it ??

If it is a Fiesta on A I know what the problem is & can tell you how to fix it.

Interesting question this one, we have a Classico and although we don’t have any leaks I was thinking of putting one of the blow up sit in pools up there. I was thinking of re grouting the existing tiles with a waterproof grout to ensure it stays dry when emptying etc.

This is a classic problem with MASA properties where the construction quality varies so much between neighbouring properties. There should be a membrane all over the roof terrace which is then tiled over. I have seen this during the construction of many properties and they all varied from complete; incomplete. and with holes made by the tilers! Fortunately not much rain falls in Spain so the problem might not be as apparent as it would be in the UK for example.

Many people have drilled holes to mount gazebos etc which is plain daft. If yours is leaking you really need to lift the lot and start again, that's if you want a tiled finish. Any product you put on top will eventually wear with walking on it, unless you don't want to use the terrace.

As with any flat roof, this can be prone to leaks.

Fiberglass is excellent but can be very expensive.

The paint you can buy will, of course, come in different qualities. You can also buy a mesh which should be applied with the first coat then if you give a couple more coats and take your time you can achieve an excellent finish and it is stated will last for 10 years.

Check with a good reputable paint supplier

I did this on a very old concrete roof with no tiles in 2008 and I believe there have still been no problems.

Also on a Fortuna on A sector  in 2004

If looking for the cheapest solution waterproof paint is €70 a tin from Camposol Ferreteria, use a roller and it will do

a Fortuna roof completely once. You may have to do this annually depending how much footfall you have on  it.

Otherwise looking at €2500 at least for re-tiling by a builder.

Paint should only be considered as a temporary solution. It will never cure the problem long term and once done will take a long time to remove if you want to reinstate the tiled finish. The important thing to remember is that the terrace is the roof of your house! Do you really want to bodge a repair? What happens when you want to sell the house....a paint finish on the roof will tell a prospective buyer to go elsewhere!

Dealing with a leaking roof will cost, but it will be money well spent and you'll have a paper record of the work done to show any potential buyer. If your not selling at the moment, you will know the problem has been dealt with properly.
