Best way to connect utilities in almendricos?

I'm coming to a diseased relative's house in almendricos and need to live in it for a bit to sort it out for selling. How can I reconnect electricity and water to a house that has been empty for a couple of years? I'm assuming they were disconnected because bills weren't paid. Thanks
