When buying a place and it states pre insulation of air conditioning and there wires hanging out the ceiling where the light fitting are to be , what sort of cost would it be to have lights and the aircon fitted , this is for a 2 bed apartment

I assume you mean 'pre installation' of air-con?
This usually means that there are areas identified where it would be suitable to install air-con units, power supply nearby and the areas don't contain any other pipes, cables, concrete beams, etc that would get in the way of the hole being cut through the wall to install a split unit.
Air-con units, supplied & fitted, would cost in the region of €800-€1,000 each depending on the make, if there is suitable access outdoors - however, if you are above the ground floor, this would need to be near a balcony or similar, otherwise you'd be looking at extra costs for scaffolding, a cherry-picker, (or just long ladders!) to access the corresponding outside area of the building. It would be a good idea to look at similar neighbouring apartments to see what they have done and speak to the neighbours, if possible...
Lights - if you already have the fittings and the person is fitting several at once, should be €25-ish each to install.
