Do you think it is at all possible that the local police in Cabo de palos hablas ingles?

Luckily I’ve not had to go here since 2000 when I had my purse stolen in Cabo de Palos market. Then they did not speak English but understood my slow Spanish. They were very good and I am sure they would help you & if language was a problem they would ask you to bring a translator. If you need to report a crime you will need to complete forms that are in Spanish. Not much help, I know.

Err hardly , apprender basico espanol , be respected a bit more if you try to speak Spanish or just use google voice translate

I had to go to El Algar Guardia Civil. They were very helpful, and my Spanglish was good enough!
