In the UK taking a driving test is not required for transferring a Spanish licence to a UK one. Alarmingly, a recent UK government publication advises that those who failed to register to exchange their UK driving licence to a Spanish one before 30 December 2020 may, from 1 July 2021, need to pass a driving test.
The European Commission President Ursula von der Leyen described the Brexit agreement as "fair" and "balanced". However, this view has clearly has not been adopted with driving licence exchanges. I'm sure I'm not the only one affected by this. Please let me know who is leading a campaign against the unfairness of driving licence exchanges. TIA

Sovereignty goes both ways .... doesn't it ?
Individual countries and combined trading blocs can and do have their own rules.
Out of curiosity, I looked at the new UK Points-Based Immigration rules. I'm not sure why retired Spaniards (without family ties) would want to move to the UK, but it looks like they can't. Well, there you go then.

Correct me if I'm wrong but we were given plenty of notice about new driving licence rules after Brexit in Spain/EU I can remember some friends on Camposol exchanging there U.K Driving Licence for Spanish Driving Licence in 2019 in preparation for these changes, Brixit has changed a lot and it's certainly not equal like the 90/180 day rule but unfortunately we were warned about the driving licence rules.

Quite right, plenty of notice given by the authorities. The estate agents8 here in Camposol gave us a lot of information on our viewing trip in Feb. 2019. Even back then, 2 years ago, it was well know that there would be changes post brexit. We moved here in June 2019, having brought our emigration plans forward because of this. Our first priorties were to register on padron, purchase medical cover, gain residencia and then exchange our driving licenses. All done in the first 3 months of moving over here.
It is harder to move here than before but UK nationals now has to conform to the same regulations as any other 3rd country national.

Totally agree but personally I also blame the 28% of the U.K population who couldn't be bothered to vote on leaving the EU, these wasted votes were the main reason the remain campaign was lost.

It has been well publicised that this is the case. It was made quite clear that if you hadn't applied for the exchange by the end of 2020 you may have to take a Spanish driving test. If you have applied you have until the end of June to make the exchange, this would tie in with the 1st July date.
There are too many people tyring to start campaigns because they either didn't bother, couldn't or didn't know about the regulations coming in on 31st December. It is a shame that all these changes have been brought about by Brexit and COVID-19 hasn't helped, but everybody who was thinking about residency or driving in Spain after the withdrawal deadline should have made themselves aware of what the implications were for their individual circumstances.
Unfortunately the Ostrich Syndrome helps nobody.

That is a pretty huge assumption.
