If one were to transport odd shape and size carpet remnants to Spain, would there be a duty to pay? The value of these said carpet bits is zilch!..with the view to whipping the edges in Spain, ie: to cut and bind into rugs and mats..?...

I would be careful in describing the carpet offcuts as 'waste'.
Importing and exporting waste between countries is a whole different scenario.
