From what I understood people bought property and paid cash to their legal representative who handed the money to MASA the builder/developer. Instead of paying off bank loans MASA kept the money hence no title deeds. Sectirs .A & B seem to have escaped this tge greed came during the construction of Sectirs C & D. The Mazarron Council accepted Sectirs A, B and bottom C and took over responsibility but residents need to pay their rates (IBI), many don’t looking at their villa as a holiday home and not needing ir using facilities. However, top C & D are nit recognised by the Council, to the council these are totally private estates and as such maintained by the residents.
Not wanting to sound rude or insensitive but it seems to me that a lot of properties were bought back in the day when the rules were not always followed and people felt they could cut corners for a quick deal
I have a holiday home on D, pay all our taxes and our deeds are held with the solicitors. We have invested in our property over the last 6 years or so and are as keen as everyone to get get the improvements made to Camposol
As a non resident not sure how we can help but happy to try and assist if we can

You have posted an interpretation which is not factually correct.
If any resident or holiday home owner does not pay there IBI they are likely to have their bank accounts frozen until they cough up. There are however some residents who have still to receive their deeds or even have their properties registered at the castral due to mismanagement by the developer Justo y Manoli who are part of a network of limited companies that Masa own. This particular limited company declared bankruptcy leaving behind some rather disappointed home owners with administrative issues. The CRA and their legal team are trying to sort out the mess. If any home owner wants to improve the situation they are invited to join the CRA by going to the website www.camposolresidents.es and look for the join tab on the opening page.
