A lot may depend on when they come over. If this year then for a stay of over three months they will have to register as foreigners. If next year they will only be allowed to stay for 90 days in each 183 anyway, unless they are accepted as residents, with either the S1 form for state healthcare or private medical insurance (which could be VERY expensive at their ages) and all the other conditions re income and so on.
It is becoming much more difficult for anyone to come and go as they please, particularly with the UK leaving the EU.
Do plenty research, and as another “elderly person” let me warn them that the summers get more difficult to tolerate as one ages, with very high humidity most of the time and almost insufferable temperatures in summer. Not much point moving hundreds of miles to end up having to live in aircon, and with language difficulties re health care.
