So what. Not my problem if it turns out he is illegal
The question was about new builds so simply offered a point of view....

Not many apply for the correct permission,as the local council are not giving out a great deal of building permission, if any, we know we tried.
So people / builders, just go ahead and do what they want.
Big mistake, as the council will check, according to one guy we spoke to in the council, he made it quite clear, the council will be coming to check every property on Camposol, as they know what is going on.
The person may have all the documents required, ( as long as its not as the poor lady who thought the paperwork she had was ok, and went ahead with building work, to find out later, that the documents in Spanish, applied to a shop in Mazarron ) trust your builder?

It does not matter where you live, rules are rules, and thats what makes a community sound.
Yes there are rule breakers, and I have no doubt there are some in Bolnuevo, where there is building there will always be the rule breakers, its life.
Take it from me, if the council see problems, they will cast you adrift also, make no mistake.
But at the end of the day it is not my/your problem
Over the years many people have cut corners to get things they want. Some get caught and others don't. Bottom line is that it is their choice and the will face any consequences
On the other hand, he could be totally legal

Absolute rubbish ..you can get planning for anything ...if you use a council approved architect.
According to one agent on sect a, 6 pools are being built now,various other projects but no license . Its only when they come to sell that it flags up , as not on deeds , the way around it is to get antiquity license if older than 4years ,

I would suggest before moving permanently getting a good lawyer/accountant (get recomendations) and also renting either for a few months or even permanently as living here has changed a lot from a few years ago so you do not want to get caught out - it can be very frustrating and expensive if you do not do things correctly.

We just came over and rented for 3 eek fell in love with camposol put deposit on a villa moving out as soon as house deal goes through we went with Sam at Mercer's absolutely no pressure and very helpful hope all goes well for you but look at section a and b seems to be great community spirit good luck
Obviously everyone has there own preferences and desires, but for us the peace and quiet on D won us over totally. Yes you will need a car but having visited A we could never envisage buying there. In our opinion to old and just looked dirty but that is not to say we saw everything
So I would congratulate you on deciding on Camposol as the community spirit appears to be great regardless of which sector you opt for but ask your estate agent to provide you with a decent selection of properties on all sectors to help in your decision making
