Why would they be illegal? They are perfectly legal in the UK so long as you put up warning notices, which I have done. Should be the same in Spain, there are plenty around to see.
They are very easy to install yourself as it's all low voltage. Only the recorder is mains and that simply plugs in. Don' t forget the signs though. Good luck

So Spanish law is exactly the same as U.K. then is it??? Well, you live and learn every day.
Anyway, going back to the original question and my reply was on the back of the poster saying “outside” then here is a link to the definitive answer. Just remember, not all laws in Spain are the same as the U.K. laws.

Oh dear, you're a bit touchy!! I didn't say English and Spanish laws are the same, I simply said I thought they would be the same in regard to cctv installation on private property! Leroy Merlin in Spain for example have a lot of cctv surveillance equipment for sale for DIY installation. I don't think they would be selling them if they are illegal.
I am trying to help the originator of the post, and hopefully I have.

Hi I have the AEPD CCTV laws regarding private installation of CCTV systems.
Perfectly legal in Spain to offer security to your property.
A few dont's.
Make sure the cameras do not point directly at the public roads and do not point over your neighbours property.
The Guardia will be happy to give you advice if you have any concerns.
The Guardia also prefer if you have record facilities onto say a hard drive.
In the event of a suspected crime it is one of the first things they ask for.
It is okay to have CCTV along your perimeters along the length just insure you are not recording the public, roads and neighbours.
If you want a pdf file of Spain's CCTV Laws English edition pm me.
You do not need permission for them from the AEPD or the TownHall
If you live on a community have a word with your president. Objection cannot be justified under Spanish Law but its always best to let him or her know beforehand. Even as much as giving them a copy of the AEPD- CCTV laws.
There's always a little Hitler about who has nothing else better to do than meddle or interfere in other peoples lives because they have nothing else better to do.
I had such similar experience on an urbanization so I served them with an injuction.
My cameras have been up for seven years since.
Burglars hate them as much as one or two of my " interfering neighbours" do.
Go to it install your security. :)
