I am going on the day before you.
I would take (to be on the safe side) passport, passport photos, (there are Photo booths very near the lime green police station), NIE, padron, deeds of your house or a rental agreement plus copies of everything you are taking.(there is a place nearby that does photocopies). It took me a week to get my NIE from there. Padron is from a different place-it gives you proof of address. My husband took all his house docs inc. habitacion cert. but they wanted proof of him paying his council tax-so trip to his bank before they closed......
You may not need all of these documents-rules change on a regular basis.
We are taking our Spanish interpreter Antonio, who lives in Cartagena-even he gets frustrated by Spanish Bureaucracy. He was told one thing over the phone and something different, when we got there.Very frustrating.
No one speaks much or indeed any English at the police station. There is a courtyard round the back as a waiting area plus one inside to the right-I still have no idea why there are two, and where and why you would wait there.
Gestorias may do all the donkey work for you, but of course, they charge, as would an interpreter.
I could not get my S1 reciprocal healthcare recently, as I did not have residencia, we made the appointment in mid July I think?
Good luck.
