You should have a copy of the deeds,(copia simple) an energy certificate, and a Fin De Obra.
The energy certificate and the Fin de Obra (finish of works) you can buy after an inspection by an architect - there are a couple of architects who provide this service and who regularly advertise in local chronicle.
With regard to the electrical/ water supply try turning up at their offices in the port, (preferably with a Spanish speaker), bank details, passport, your NIE number and fill the forms in . You may find having a local financial advisor down in the port useful, I use J Galvezrenero, who will also advise you on ibi, wealth tax and such..
Virtually no one has a habitation certificate on camposol - but they have all got water and electricity - so the council is not the place to go.
Your deeds are a different matter, but not insurmountable. If you were in the UK I would have expected the agent or the solicitor to have obtained a Title insurance policy, paid for by the vendor, to insure you, the buyer against anyone turning up with deeds and saying 'Oy, That's my house'.
As you have paid for the property I can't see the vendor paying up now, but the selling agent / solicitor might make a contribution. More likely you will just have to pay for the insurance yourself. - about £300 for 20 years cover. If you have a look around on the internet you should get some idea of prices, but I would check locally for reputable companies. Mercers on camposol may be able to point you in the right direction.
You should also check that you are shown on the land registry as being the registered owner of the land
The Camposol Residents Association may have come across this problem before and may also be able to advise you. Out of curiosity which agents did you buy from?
