Assuming it is this place it is easy to park in the undergroundcar park in Plaza España. It is very near the police station where you will have registered for your NIE and Certificado de Extranjeros, just turn away from the port rather that towards it.

Go into Google maps. Search for Calle Santiago Ramon y Cajal and you will see the Cabinette Radiology.

Depending on how you enter Cartagena it can be accessed from Alameda de San Anton or if you come in at Plaza Espana you just take first left  into Santiago Ramon y Cajal. There is plenty of parking just across the road from it. We go there often.
