Changing from British to Spanish driving license

I have a British full driving license and will need to get a Spanish license as I intend to obtain a non lucrative visa in the near future. I have been driving for over 40 years. Will I need to take a practical and theory test to get a Spanish license? I have 6 months once visa is approved and will be driving in the meantime!

Unfortunately, as things currently stand, Yes.

Despite the fact that a Spaniard moving to the UK can exchange their licence without having to take a test; and that most EU countries have agreed to exchange UK licences for their licences without taking a test, Spain has not agreed to this.

Negotiations have been ongoing since before Brexit, but the last extension of UK licence validity expired on 30th April. Apparently, the negotiations continue, but no further extensions have currently been granted.

There are English-speaking instructors in many areas; you can take the theory test in English; and certain examiners will allow an interpreter in the car.

The situation is even more frustrating in that a UK tourist with nil experience of driving abroad, can hire a car or drive someone else's car for up to 90 days (the limit of a tourist visit without a visa) in Spain; whereas an experienced driver who has driven for many years in Spain, lives here and has lots of experience, now has to take a test!

Further - The British Ambassador tweeted yesterday that negotiations are continuing and that the UK side have asked for a further extension to the validity pending the outcome of the negotiations. 

Apparently, Spain want access to UK driver records and, where appropriate, vehicle ownership, which has GDPR / DPA consequences and some work to do to supply & validate data.

So what is the likelyhood of this law changing back to being able to drive on a UK liscense.

what kind of time period are we looking at, 1 year, 2 years, 3 years, never.
