thermodynamic solar hot water system

hi all 

does anybody have a thermodynamic hot water system ill be moving over to sector b next year all being well i have a property and have been looking at a thermodynamic hot water system to buy and install at my property ,apparently a standard gas fitter can fit the system but a F gas  certified engineer needs to commission it to be safe compliant is this a problem in spain (murcia) or just the same i think the F is for a refrigerant any help grateful
