making a will but cant get over to spain, plus wifi/broadband question

Hi we have recently purchased in Los Urrutias using our solicitor as power of attorney.  We do not plan to come over until the numbers dramatically improve but need to make our spanish will, can this be done via the Embassy in Ireland? Also  can someone recommend the cheapest broad/band wifi as we wish to put a security camera in the flat and link it to an app on our phone.
