Go to the Police and ask for help. They can issue some papers that will allow your relatives to come to you. Or vise versa..

 I had heard that people can cross into the next provenance if they could prove that they need to for work purposes

I have also heard of people travelling legally to the airport in Madrid. 

Also when lockdown was first announced it was allowed for people to return to their place of habitual residents. 

So  I was wondering how to apply for permission for my relative in her situation.
