Family and friends

Hello to you all,
Now the purchase of our appartment on HR is completed and we have shared the news with our family and friends in Holland, we come at the following question;
since we don’t want to rent out on commercial base, we do want to have family and friends to be able to enjoy the appartment whenever we are not there , paying only for the users costs.
Do we have to have permission for that, are there rules that we should keep in mind, tax-wise etc. In what way should “ guests” prove or show that they are our children or friends ?
Does anyone do it this way also ? We would like to be adviced so no one will be uncomfortable, thanks a lot !
