A Business Associate wishes to come from the UK to Alicante for essential Urgent meetings for 24 hours but is concerned about quarantine requirements on return to the UK. Would he be allowed to come on Business with a letter confirming his Business meeting? And would there be Quarantine requirements if only visiting for 24hours?

I don't know about the first question, but the answer to the 2nd is that they would have to quarantine. It doesn't really matter whether it's 24 hours or 24 minutes.

Not just Covid ... is a visa needed to attend the business meeting ?

Worth checking if he needs a visa, work permit or other documentation .... if he'll be doing any of the following:
Under the UK rules, to travel internationally from the UK, travellers have to inform their carrier of their reason for travel and that this is 'legally permitted' - and, whilst it's hard to find a list of these reasons, 'work' appears to be one.
However, under the Spanish restrictions, my understanding is that no-one from the UK, other than people with permanent residency in Spain, can enter Spain right now (to be reviewed on 2nd March). There are areas on both the UK and Spanish government websites that imply this relates to air & sea travel only (implying that this does not apply to overland travel), but I assume your associate would be flying anyway.
As many businesses and other institutions such as the government and courts are conducting meetings, etc by Zoom & MS Teams, I guess there would also be a question as to what meeting is so urgent that it has to be in person, when restrictions are clearly in place to minimise the spread of the virus, for the good of us all.
And, yes, he would need PCR, etc. tests to get here and then to quarantine on return to UK (and, indeed, if returning to Scotland after 15th Feb, would need to stay in a quarantine hotel for 10 days and pay £1,750 to do so!).

I'm sorry, but no meeting is that important! These can be carried out very successfully online as pointed out by another member earlier. On another post someone wants to get to the UK for work. Again why? Thousands in the UK cannot work because of the lock down, nothing is more important than getting rid of this virus.
All passenger international travel should be banned until the whole world feels the benefit of the vaccine. Maybe then we can all get back to some sort of normality, we all need that, but so long as we have selfish people trying to circumvent things, the rest of us will have to suffer. Had this been enforced in the UK right from the start, we'd be in a different position today
You can take any test you like, it's only a snapshot at the time and not 100% effective. No one knows if they are carriers of the virus, so just think of the damage you might cause by travelling! The simple message for all of us is to stay where you are.
