Cartagena to Pedruchillo or anywhere close
Or is the only way to travel by taxi?

Yes there is a winter timetable just google Alsa buses linea 20. It runs from Cartagena bus station to Pedruchillo stopping at a few other destinations along the way, quite a pleasant journey.
