We are applying for our NLV and would like to know what the current situation is with Driving in Spain.

Currently you have to take a Spanish driving test.

A visitor to Spain can drive on their UK driving licence for the 90 days they are allowed to stay in Spain, however as you are applying for Residency via the NLV, the current situation is that as a 'Resident' you will have to sit a Spanish driving test.

I understand negotiations are still ongoing between Spanish and UK authorities for Driving licence 'exchanges' but nothing announced as yet.

No - only for a limited poeriod on a UK photo licence.

As a new resident, you can drive on your UK driving licence for 6 months from the date of your residency (TIE issued). 

After that, currently, you would need to pass a Spanish driving test (you can take the theory in English and have a translator in the car with you for the practical, if you want).

Negotiations are ongoing between the Spanish and UK governments to allow a 'swap' of a valid UK licence for a new Spanish licence (as has been allowed for people obtaining residency under the Withdrawal Agreement). The final date for these exchanges for Withdrawal Agreement residents has been extended from July to October and now to 31st December - although note that this did not impact the 'new resident' situation.

Thank you for clearing that up for me.  I had heard that there is a possibility that the UK and Spain will come to an agreement.
