Tricky one for sure. Just stating the obvious, given that Wales is part of the UK, you will need a way of crossing the Channel. Euro Tunnel requires a vehicle. Eurostar will only accept assistance dogs (documentation required). You are therefore left with no option but to travel as a foot passenger on a ferry?! When you said you can’t travel as a foot passenger on the ferry, I presume you meant BF from Bilbao or Santander? If so, you are quite right. A car is required unfortunately. If you can get to Dieppe, DFDS accept foot passengers with a dog. The only requirement is that you book a pet friendly cabin. That docks at Newhaven, which is better for you than Dover. You can get a train from Newhaven (on the port), via Brighton, to Cardiff. No restrictions on travelling on trains with a dog in UK.
So, how to get to Dieppe?! Spanish fast trains (ICE) allow dogs, but have limitations on size. They will require the pooch to be placed in a carrier. Local, commuter trains, less restrictive, but will take an age. Once in France, you can take a dog on fast trains (TGV), but he will need to be muzzled.
Dogs must have a paid train ticket in France and Spain. No payment required for a dog travelling by train in UK. Dog will also need travel documentation. I presume he has a Spanish pet passport? If you traveled to Spain from UK with the dog using an AHC, that would expire within 4 months. Indeed, the dog may be Spanish and never travelled, in which case he will need a PP.
A further hurdle would be the tapeworm medication required for entry into UK. This treatment must be administered at least 24 hours before entry to UK and a maximum of 120 hours. This presents timing issues. The obvious thing to do is find a vet in Dieppe, factoring in a 4/5 hour crossing.
