Can't be sure of anything unless you're party to the discussions, but the Military training school has been reported in the press for as long as I can remember, been trying to get the base back for themselves. Now they have achieved that I doubt it will revert to a part time airport. In fact the old airport buildings will now hold the National air museum.
An expanding commercial airport (which it would need to survive) does not mix with an air training establishment or operational air base, as the legal spacing between aircraft is different for each activity. Military ops will always override commercial as it does in this country, and I doubt Mr Ryanair would be happy to have his planes on hold with his tight turn arounds.
