Garbage and water bills

H all, I do long term rent in the old town Los Alcazeres, Before lived other parts of the town, my garbage as always been 26.50 Euros there is a aprtment below me that the owners used at times but they live somewhere is. My garbage bill is 53.00 Euro's, I have not been there since end of July and my water bill is 90.43 Euros for the months I have not been there never has my water bill been this high. I am a key worker in the health social so you can imagine no time of for me at the moment in the UK. Any advice from anybody would be great. Many thanks.
