Getting more and more scruffy...

Has anyone else noticed how the area around C/Rio Nalon ("The Strip") in particular has become more and more run down and scruffy? In previous years the pavement was washed nightly with a machine, the black imitation planks round the Boulevard were restained before the season and there was far less general rubbish around. The revolting tents probably make cleaning difficult but there is nothing stopping a member of staff picking up a broom? Recently we were having a drink with friends and had to suggest that they pick up their handbags before the very active cockroaches got into them - a souvenir no-one wants to find when returning to their apartment.
There are no "No Cycling" signs anywhere, and cycles, those stand-on segway things and scooters can be seen weaving through the throng.
The rubbish bins at the lower end are misused, with general rubbish being put in the "plastic" and "paper & packaging" receptacles - possibly folk being too idle to cross the road to the proper bins, and the times for depositing rubbish completely ignored. Last night everything was full and the overflow made it look like a bin-man strike was in progress!
Someone on here posted that Los Alcazares was "Beautiful" - all I can say is that they should have gone to Specsavers!
It is not just The Strip, as walking past a sea-front restaurant towards the Old Town the windows were filthy, the floor had not seen a mop in days and even the tables were dusty.
