What are the strange trees along Los Alcázares' streets?

When we moved here in March the trees lining a lot of the streets looked bare and stripped of leaves, but now there are long heavily-leaved shoots, too heavy sometimes so the branches drop off. A neighbour said the Ayuntamiento prune them every winter. Does anyone know what variety of tree they are?
