It really depends on what you want the NIE for. When applying for an NIE, you have to declare for which purpose this would be required. If you want to stay in Spain permanently, then you will need to either apply for a TIE or there are several types of visa available now to non EU citizens. You would get your NIE, which is merely a number to identify you, along with your residency application. If you just want an NIE number in order to buy a property or a car, then I would recommend that you do this through a local gestoria, who deal with these types of applications. It can save a lot of faffing about!

You can apply at the National Police Station in Cartagena, download the form, complete it and take with you including your passport/identification card address and any relevant information about your circumstances.
Once you have done this you will be required to go back to collect it, they will be helpful if you are polite, which I am sure you are.
There is a small office opposite the Police Station that helps people and would also get the necessary appointments.

Go and see Gloria and Sami at QML in the 525 square they will go through the process for. a reasonable fee
I did my NIE though https://mynie.co.uk/
I then did my husbands in Dec
They do the booking and arrange appointments and give you the paperwork to print off and what to take with you.
For a small fee was worth getting it right the 1st time

Dear All,
I have found this forum incredibly helpful over the last few years as we transit to life here in Spain and the vast majority of recommendations we have taken up have been extremely positive, but feel honour bound to report our experience with QML, who we went to back in October as we wanted someone local to assist with our tax affairs and advise accordingly, which QML advised they were happy to take on. They came highly recommended on the forum.
We are currently in the middle of a pandemic and there my well be some very good reasons for the sequence of events hence I will conclude nothing else other to copy the mail I sent to QML on 10th February. I followed up with am unanswered phone call and then left an answerphone message during the following week or so asking for a call back.
To date both email and phone call have not been answered or returned, and the original action from our first meeting on 6th October, for which I was charged 110Euros, remains open with QML.

Dear QML,
It is now well over four months since I came to visit you in your offices on 6th October 2020 when I paid you 110E for a review of my tax situation prior to potentially becoming a resident in Spain.
Later that same same day I emailed more details over as requested.
Since then I have emailed and phoned on numerous occasions and have to date received nothing back, despite being promised dates on at least three occasions, all of which came and went without any communication from QML, or follow up thereafter.
During this period, I have conducted my own research which raised a couple of concerns hence I was chasing you to get back to me. 10 days ago I had occasion to discuss our wills with our solicitors in Murcia who hold them for us. It turns out they have a tax advisor. Within a week a video conference was arranged and all my questions, which are presumably still sitting on your desk, have all been answered.
One has particular relevance, in that there are things that I should have put in place during 2020, which now mean that unless we become tax residents back in the UK for a tax year in the future, we will be presented with a large tax bill here in Spain. If this information had been made available to me last year (by QML in a timely manner) I could have very quickly put this all in place before it became a potential liability over here, which it now is.
Needless to say, I am very disappointed with the service (or more to the point – total lack of) from QML and believe under the circumstances the very least you should do is return my 110 Euros to me and we all move on.

I am in no doubt that many people have had a very positive experience with QML and there may well be some very good reasons behind this but I can only report as I find...
