Suma and Property Taxes

I am still having problems with getting my suma and property taxes dealt with. I was in Spain a couple of months ago and a Spanish friend got everything sorted out - she only had the registered letter with my details and signature to send by correo but sadly she became seriously ill before she was able to do it - at least I assume so as I haven't had any communication from the Suma office and cannot get in touch with her. I don't like to ask her husband as he probably knows nothing about it as he is a non Spanish speaking Englishman. Besides I am reluctant to trouble him when he has far more serious things to think about.
I managed to get their phone number today but they say if I cannot come into the office in person, I have to get an authorisation of my signature to get the installments paid by direct debit. As the lady spoke a mixture of poor English and rapid Spanish, I was unable to get the address correctly and cannot find it online.
I wonder if you could tell me where to send this letter and how I get the authorisation. I think she said any person to authorise would do but I don't want to waste more time and expense sending letters that they will not act on.
