I will contact the website you sent me, I hope they speak English and I can explain the problem. 

We have made a complaint immediately after we arrived to the people we are renting from. Apparently they have tried numerous times to do something, even called the police, but nothing happened. This is why I was searching for some other way to find help for the dog. 

Are there are rules on keeping pets here in the community of Mar de Cristal? 

The vet at Catad speaks English.

I would try to contact the president of the Phase and also the “Administration”. Ask your landlord for the numbers.

I don’t know if anyone is aware.
The people managing our place know about it and are trying to get help but without success. I am very concerned about the fate of the dog, if anybody has access to the management please help me get in touch. 

I'm in Ireland but feel your pain and worry. 

Just hope local people nearby aren't turning a blind eye to it, as it looks like this has been going for a long time?  I'm fuming if that's the case.

If this is phase 3, Ribera Beach, the administration company are Arcos in Los Belones, they should be able to help. The administrator is called Magdalena. They may even be administrators for the other phases too.  Worth a try. Poor dog, I hope you are able to help him, thank goodness you’ve seen him.

The problem is that nobody can see the dog. He is locked in on a rooftop terrace, out of sight for everyone except anyone who stays in the apartment we are in. It can not be seen from anywhere else. 

The dog is very quiet, we haven't heard any noise or barking from him as he is so very scared. But when we go up to check on him he licks our hand and just wants to play. A beautiful and loving puppy - I am not sure how it survives but my heart is aching as we leave tomorrow. 

If you live in this community and read this please don't let this issue fade away, this puppy needs our help!!!!
