No idea but we brought my horse's ashes to Spain when we moved here in 2006. They were in a plastic box about 20cm square. We flew (with cat), everything else came in the lorry. We never gave a thought as to whether there would be a problem bringing her ashes and there wasn't. They were just packed up with everything else.
Shan's ashes are buried in the exact centre of one of our paddocks. She'd have liked it here.
We have the ashes of a couple of our big Spanish dogs so I know that they don't take up much room.

We brought our dogs ashes in the car and travelled via Brittany ferries. We got a letter from the cremator stating they box had been properly sealed and contained only our dogs ashes. In the end nobody checked or saw the box behind my drivers seat. She is here on the table and we still say she made it to Spain with us.
