Could be as simple as the last owner turned the water off at the main stop valve when they left.

I always turn my water off when I leave my property.

We have an apartment on the boulevard....have you had water on before? We had to have Hidrogea connect ours in the meter cupboard on the ground floor. There is a Facebook page for boulevard owners if you need anything...its El Boulevard...and another..La Goleta.

We had the same problem when we got the keys, my suggestion is to call Mr Fixit- you will get his details if you go on facebook Boulevard forum.
