If you are with Hydaqua the bills may be for every 3 months like ours (our electricity is every 2 months) Our Spain house is a holiday home and we pay almost the same amount each time whether we are in Spain or not as the standing charges make up most of the payment. Our bills are between 45 euros to 50 euros total for the 3 months when we are not there and only a bit more when we are there, around another 8 to 10 euros. We dont have a pool or use a hose or auto watering for the garden and these would cost more. In the UK we pay standing charges too so it is normal.
If you check your bill again you may find that the €25 is for 3 months and then they add on a couple of extras, for a council charge and something else (for around 11 euros each) On top of that is the water usage. It isn't easy to see the dates, from and to, on the bill (I cant even see them on mine and I'm looking now ) but if you check your bank statements it's easier to see on there.
I'm sure it isn't every month so don't worry.
