Car Documents Missing?

My wife and I recently purchased a car from the Nissan dealer in Cartagena. It is a 1 year old (ex demo) Nissan Micra. When we collected the car the salesman emailed a few documents including the purchase / sales invoice, and a transfer of ownership document: JUSTIFICANTE PROFESIONAL DE TRAMITACIÓN DE VEHÍCULOS

Suggestions were made (not very good English - so difficulty to understand) that we would receive other documents / reminders in the post and via email. 4 weeks on and still nothing arrived. After several attempts to talk direct to the salesman and numerous emails. I eventually managed to talk to someone who spoke very good English in what I assume must have been a central office or call centre. I then received another document called a Suma, IMPTO. VEHICULOS TRACCION MEC. 

I believe that I am still outstanding the IVTM or is the Suma document the same?

I also believe that I still need the: The Log Book (Permiso de Circulación)

I would be grateful if anyone can advise what documents I still may need?

How recently was the car bought, as it can take more than 4 weeks for the transfer of ownership to take place? You should have been given a document showing temporary ownership of the car for 30 days. If this period is now over then you should request a replacement document from the dealer showing a further 30 days or you could have problems if stopped by the police. Assuming that the address shown on the transfer documents is correct, then you should receive the new documents soon. IVTM is the road tax or the Impuesto de Vehiculos de Tracción Mecánica and this is an annual charge made by your local Ayuntamiento. It should be paid by whoever owns the car on 1st January each year but the dealer may have passed this on to you. Check the year that the IVTM document that you received shows. If it is for 2021 then you will owe this year's tax but it's unlikely that the car will be registered with your local Ayuntamiento yet. Once it is, you can go down to the Oficina de Recaudación and set up a direct debit to make life easier. SUMA is a company that collects various taxes in certain areas and is not a national entity but if this is the company that operates in your area, then you can set up your direct debit through them. If 2022 has not been paid then you must pay it before you pay the IVTM for 2023. Paying a previous year's tax involves a small amount extra to cover the penalty but can be done at the same time as the current year's tax is paid.

We bought the car on the 30th April

The suma they provided is dated En ALACANT/ALICANTE a 31/03/2021 13:53:21.

They also provided this document:

JUSTIFICANTE PROFESIONAL DE TRAMITACIÓN DE VEHÍCULOS

If it is only 1 year old you don't need itv until its 4th year then its every 2 years until its 10 years old then annually

Thank you for your reply, yes that is one thing I had known. It is the IVTM the road tax, not the ITV (MOT) that I am trying to obtain. The salesman suggested that this had been paid for by the dealer, but I have not received any document to prove this. I also haven’t received the log book yet, although I assumed from the dealer and one of the last forum replies that this should arrive in the post any time after around 4 weeks after the car was purchased.

Yes my log book was about 4 weeks. They might have a back log though.

THEN I stummbled across the tax called SUMA, which is the document that has been provided to me by the dealer (although out of date 2021). I have just spoken to another company who offer the service to obtain the car tax on our behalf and they refer to SUMA as the car tax and NOT IVTM

As I explained previously, SUMA is a company that collects taxes on behalf of the Ayuntamientos of certain areas. Here is the Wikipedia explanation. If you live in Alicante Province then these would be the people to contact re: your IVTM (car tax) and IBI (council tax).

If you don't live in this area, then your local Ayuntamiento (town hall) will have an Oficina de Recaudación or Agencia Tributaria (collections or tax office) where these payments should be made and direct debits set up. When your car documents finally arrive and your car is finally registered with the DGT at your local Ayuntamiento/Suma office, if the receipt for this year's car tax is not attached to the documents, it is possible that the receipt will still be payable at the previous owner's Ayuntamiento, as the revised details may not be registered as yours until January 2023. Nothing to worry about here. Just be certain to pay 2022's before you pay 2023's and get both receipts to go with the one that you already have for 2021. Failure to pay any of them could result in an embargo on your bank account in the future (again, not a big worry but this was happening to a couple when I was in my local Oficina de Recaudación last month when I went to set up my own direct debits after moving into the area from a different Province of Spain. The couple just had to make the payment for the year that they hadn't paid by direct debit and it was all sorted. I hope that this doesn't sound too complicated but just wanted to warn you that all outstanding debts on the car are now yours to pay.
