Is there a bus service from PDM to Cartagena?Am looking to visit Leroy Merlin.

In short - yes there are buses, but times vary with the seasons. Best plan is to go to the Information Centre in the pedestrianised area opposite Dia, and ask there. No problem if you live in the Port. Bus only goes from the Bus Station.

Alsa runs that particular service (30) and, as noted, check the season. They don't change a great deal but there are fewer in winter. Also, be sure to check it isn't a Festival/red day (sometimes they creep up on you!)

I've used the buses on that route successfully for several years and whilst the bus can sometimes be a little tardy, they are reliable. And cheap.

Obviously double check, but this looks like the accurate winter timetable.
