Technico/perito in Blanca

Ricote is the closest place on this forum I can find to Blanca, where my house is! I'm in the UK and I'm having a nightmare (or rather my UK-based builder is having a nightmare) trying to liaise with the town hall over planning applications, and with the water and electricity companies in order to arrange re-connection.
A friend near Alicante has recommended that we find a technico/perito ("expert") to help us with these formalities. Does anyone have experience of using one? Did it prove useful? Any recommendation for one in (or at least very near) Blanca would be much appreciated.
