You will be aloved to get to Roda only if your permanent residency is here in Spain. Or some emergency what you can prove on every check point if any out there starting at entering the Spain. We returned from El Valle by car and Ferry,  Santander to Rosslare (changed from Bilbao due to some strike protest) just over a week ago without any difficulty.
