Assuming you are British, want to retire to Spain, with no need to work, you need the Non-Lucrative Visa (if you want to work, there are other visas).
You have to apply in the UK. The application is filed with the Spanish Consulate in London.
Visa fee per applicant £516
Legal fees (recommended) range from £1200 for 2 applicants. You need Criminal Record Certificates and Health Certificates.
To obtain the Non-Lucrative Visa you need to demonstrate your financial/income resources, and, apparently, a mix of pension income, bank savings, etc. can be used. I say "apparently", because it is early days for this new process, so there is limited experience to go on.

After the first year, subsequent permit renewals are for 2 years, hence why the first year amount is doubled for each of the two year renewals.
If you aren't British, and benefit from EU citizenship (e.g. Irish), and use a gestor, the whole thing should cost around 250 Euros each; and the necessary income levels are much much lower.
