This has always been the case for non EU people wishing to buy rural land in Spain. The emphasis is on rural and it doesn't apply to urban land. So if you're thinking of buying a farm or rural plots, it won't affect you. Don't listen to rumours, your solicitor will sort it all out for you if you fall into that category.
