General Living Costs

Hi. My wife and I are seriously considering retiring to San Cayetano. Would anybody be able to inform us of the general living costs for a 3 bedroom QuarterVilla, ie. Electricity, Council Tax (or equivalent), Water etc. etc.
Also, if anybody could tell us what the general ambience is like and how the ex-pat community gets together?
Any information would be appreciated.
