Under those conditions yes you definitely can, so long as you can supply original copies of Irish birth certificate.
Have a look at the link and follow your own particular route through. I got mine last year as I have Irish parentage, didn't take that long but might be a little wait now due to all the Brits after that golden ticket. Good luck.
By the way, it's not a dual passport as such, I've kept my UK passport but also have the Irish one.

I have dual UK and Irish nationality as my Mother was born in Ireland and as such even before getting my Irish passport I was classed as an Irish citizen. Your situation is different as you firstly will have to apply to become an Irish citizen by descent which will cost 278 euros. After you have the citizenship you will then have to apply for an Irish passport which costs 75 euros. I am not certain but the time taken to get citizenship is up to 12 months from the date of application, and the passport takes up to 8 weeks.
Hope this helps

Yes
Dad was born in Ireland 1909
I applied last year had all certs etc and very quick.
I have not bothered to renew UK passport, what is the point I had one (more that one) so can prove I am UK citizen, we have the common travel area and cannot see a situation where Windrush rules can be applied, I cannot see any country that will not welcome me.
Best of luck, my only problem is stopping the French at the tunnel stamping my wife passport as she had legally treaty rights as long as she is traveling with me or to join my in the EU.
I intend to spend over the 90 days in one go in early 2022 and I am in contact with Irish government, (I have has some success but not complete) and intent to contact the French customs so as to avoid problems.
