No - you only need a fresh cerificate when doing something where it is needed - e.g. buying a car, registering for health service and so on. Different regions specify the interval when your registration must be renewed (which will generate a fresh certificate), usually five years.

In los alcazares it is 2 yearly but only has value for 2 months

If you are English/UK nationals then something will have to change.....the 90/180 applies now so may put an end to staying in Spain ‘most of the year’.......

No, I'm Irish so still an EU member. I would be subject to the 90/80 rule though.  Don't think they  have enforced it this far but yes that may change. All depends on how much money the Spanish figure they'll be lose by enforcing this rule. Least of my worries.

Hi you do not and I ha ve never heard of anybody changing the address on the nie in fact most of the time you get an nie before you buy a house so you do not have an address in fact there is no address on mine.  The last time we went to the police station the man noticed where we got out nie as he had relatives there. Our nie was got in mainland Spain and we now live on Lanzarote but the nie is the same you cannot change anything on it.  Are you maybe confusing the nie which is really just a number with a green residencia.

I am not resident but I do have a recently renewed padron and I pay IBI.  the renewal process was very straightforward,  As the local council funding is dependent on the number of people on the padron  they are usually quite keen to get it done.

The council is breaking the law by registering people on the padron who are not residents. Registering when you are not can leave you open to the taxman taking it as proof that you are tax resident, and an investigation by them can be time consuming and possibly expensive.

Before the UK exit from the EU there was no record keeping of how long people were in Spain, so they could easily say that you could have been here long enough to have become tax-resident, and can go back 4 years plus fines.

Wow, that's alarming. I'm seeing my gestor tomorrow and hopefully she'll be able to clear this up because I'm getting confusing information about the Padrón. The latest I'm being told is that I need one to re register my car to my new address but my legal eagle says I don't need one. I think i'll just have a drink and relax.;-)

Interesting, you do not want residencia, but spend most of the year here, have I got that right? because as of now you can only stay 90 days, without breaking the new inforced laws.

That is official as of 31st December 2020.

You then say you have a business, but do not want to pay tax as becoming a resident will alter this.

You may be running big risks over all of this, or have I miss understood what you are doing?

Please check all of this with a solicitor, you could be wrong, as if it was this simple, every one would be doing it.

I can understand your confusion but we do pay our business taxes here in accordance with the law. Our personal tax is paid in our own country. We are fully tax compliant. 

Regarding your valid point about the 90 day rule, I do know this but like many others we are aware that this rule was not enforced prior to Brexit. Now is another matter and even though we are EU citizens we will be abiding by any new enforcement of this rule.  

I hope this allays your confusion and can assure you that we are doing nothing unlawful in this country and are aware of all legalities and obligations which are fully adhered to. It wouldn't be easy to evade them in any case not that we'd want to. I hope this explains things to your satisfaction.
