Residency application / fingerprint appointment

We have been issued with a residency letter and believe the next step is an appointment to get fingerprints taken to generate a TIE card. We have been waiting for our lawyer to arrange for 11 weeks and he tells us they are only processing people from February when our letter was issued July. The suggestion being it could be months before we complete the process. This doesn't seem right when we know that Alicante residents were getting appointments within 2 weeks. What experience do any of the forum members have? Or any advice?
Our lawyer also told us that we could not swap out our driving licences for Spanish ones until we have our TIE cards but again concerned about implications of further delay to swap over. Any advice?
