Mmmmh! For any craft even a jet ski, you need a Marine Licence.
To get a licence you have to attend a suitable centre the nearest to you.
I am aware of one in Almeria, but perhaps if you search on the web you may find others more northerly.
The course and test will take up to a whole day. That's if you pass first time.
The big problem is everything will be in Spanish and an interpretor will serve no purpose, I even believe they will not be allowed. Fluent Spanish is the order of the day.
My next door neighbour was a Sea Captain on the cruise liners for 32 years before retiring to Spain.
He wanted a small day boat. He found out his licence which allows him to take huge cruise liners all over the world would not be accepted in Spain, he would have to take the same course - he cannot speak Spanish.
I think you see the problem
Launch a little inflatable with even a phut phut engine and if the Harbour Master tracks you down you are in for a mega fine ( the penalties and such fines can also can be sourced on the internet).
Believe me you would be tracked, everything in the east and southern coast gets tracked and intercepted if not properly licensed or recognised (illegal immigrants).
I had 'speedboats' resident in Brixham Harbour for 25 years. So I not really a novice.
I too wanted a day boat for fishing when I retired to Spain.
No chance - I concluded. That's without harbour charges moorings fees launching fees etc 5 grand a year appx and its a closed shop they do not want English in their harbours, fact.
My friend lost two outboard motors in less than one year, 16grands worth. He gave up in the end. He knew why they were taken, no one else was targeted.
