I am Coming over to Spain Next Week, do I need to fill out a passenger Locator form. I have had all 4 Covid jabs.

No. The passenger locator form is no longer necessary. You still need to take evidence of your vaccinations.
Make sure you have evidence of your vaccinations.
They have about 10 staff at Alicante airport doing spot checks supposedly.
Didn't see them check anybody off my plane last week but you never know
