Figure on roundabout at bottom of RM1

Hi, can anyone enlighten me concerning the figure on the roundabout at the bottom end of the RM1. It looks like a man trying to lift a cover of some sort, but what and why?????
I was told it was all about the piping of water into the area. The figure is supposed to portray the pipes being pulled through the ground. Please let me know if this is wrong.
