Bread in a bag hanging

Every time I walk in Sucina I notice somebody hooks a bag with bread either by the bin or on the door /window of an empty building. I was just wondering who is doing it and who is it for?

It is usually surplus bread left for more needy people who don’t mind it being a couple of days old.  I don’t think it is from the bakery as I am sure they would recycle it, maybe to make bread pudding. lol
