Registering on the Padrón, is what all permanent residents should do, in order for the local government to be given the funds from the national government, for the actual number of people living in each area. Some town halls have also been allowing people who are not actually resident, but merely have a holiday home in the town, to register as well, but as these are becoming less and less as the national government is now checking the true number of people legally registered in Spain.
The usual practice is to go to your Ayuntamiento, along with your original and copies of your passport, residencia/TIE, and escrituras of your property if you own one, or rental contract of the place that you a renting if not. Some Ayuntamientos also demand copies of the property owner's documents and his/her last declaración de la renta, in the case of renting, and some don't. If you have any receipts in your name for IBI/electric/water/internet etc., then take these along too!
