Wise is not a bank account but a currency transfer company offering some banking services, debit card and direct debit facilities however you will pay for cash withdrawals at ATMs
Cajamar offers Wefferent a free online account also Sabadell have a free online account, both offering similar services, Sabadell offers 3% discount on utility bills paid by dd.
You do need a Spanish address and mobile phone number to apply, also when entering your address make sure the application is in Spanish language
I have all of the above accounts so am speaking from experience.

I’m with Sabadell, they charge me €40 a quarter to pay two DD. When I phoned them last week to cancel my account, they couldn’t close the account , because it has “funds “ in it !
When I go to the branch at San Pedro to take money out, Spanish hag won’t let me . 🙈

You obviously do not have a Sabadell online account these were introduced in 2023 and are not opened in any branch of the bank.
When you sign for any agreement it will clearly outline any terms,conditions and charges the same in any country.
Do you not consider it rude to refer to a staff member of the bank as a "Spanish hag"

€40 quarterly are the maintenance charges at Sabadell regardless of number of direct debits. Spanish banking is expensive and the so-called SEPA EU directive was so full of flaws that banks still found ways to charge
