The Rambla in Bolnuevo

Can anyone explain what's going on in the rambla in Bolnuevo?
We have noticed that lorries are continuing to dump piles of earth, gravel and other aggregate in the rambla - and then, after a few weeks, it is levelled off. We are wondering if there is a plan to convert it to some kind of park for residents but we don't think they can build on a rambla so that limits the possibilities!
Maybe it is just a convenient place to dump piles of unwanted aggregate but we would be interested to hear if anyone has any information.
